Is there a way around this?

My friend is on vacation in Iran..well you know the whole dictatorship thing going on now..it won't allow her to call out of the country so she gave me her number via email. but I tried calling and it said the number is BLOCKED. so I can't call into the country either? wtf? Is there a way around this? And are the people not allowed to leave the country either?? Thanks.
