How many does this muslim cleric speak for?

If this cleric does not speak for the majority of Muslims, why is he allowed to preach this hate? I do not know about the hierarchy of Islam, why do not his superiors remove this cleric? Why is it that when people who criticize Islam, like Salmon Rushdie, are issued fatwas, calling for their excecution, while there are no fatwas issued for this radical cleric, who many Muslims claim distort Islam.
